Resumen

The primary objective of this paper is to present a review of the current literature on the development of literacy skills and abilities in the first and second language. Based on the research and theories reviewed, the secondary focus of this paper is to propose more effective instructional practices for language minority children. The review begins by examining language development theories an related issues involved an the process of first and second language acquisition. Attention shifts to reading and writing process theories and relevant research of the evolving definition of literacy. The final discussion focuses on second language reading and writing development and the importance of becoming bilaterate.
